The method applied in this research is descriptive analysis method with techniquesof data collection by unstructured interviews, observation of non pastisipant and documentation. In this case about the public opinion that developed after the enforcement of Cisadane's side at Tangerang City that pertaining to racial issues of Tiong Hoa's ethnic who inhabit this place illegally. This study aims to determine the function of public relations officer in its function as manager of public opinion.
